Rhode Island Hospital Case Study

Evaluating 2008 Rhode Island law’s effects on client hospital operations.

The state of Rhode Island enacted legislation in 2008, affecting this 700-bed Level I Trauma Center for southeast New England and a major teaching hospital for a University Medical School.

Restricting mandatory overtime for nurses added a new dimension to the staffing challenges experienced by the Hospital’s busy surgery program. In this regard, administration wanted to proactively focus efforts on a staffing and scheduling analysis directed towards optimizing operational efficiency of the surgery program.

The hospital requested the Surgery Management Improvement Group Inc. to conduct an analysis of its surgical program staffing model and scheduling practices, including identification of strengths and opportunities for improvement.

SMI Group consulting efforts for this Rhode Island Hospital produced:

  • implemented changes to the way in which blocks were allocated and evaluated,
  • additions to strengthen the scheduling protocols,
  • and establishment of a methodology to determine perioperative staffing requirements in concert with caseload demand
